The Hong Kong Economic and Trade Office in Chengdu (CDETO)

The Hong Kong Economic and Trade Office in Chengdu (CDETO) of the Government of the Hong Kong Special Administrative Region (HKSAR) was established in 2006. Its main functions include enhancing HKSAR Government's liaison and communication with the seven provinces/ municipality/ autonomous region (Sichuan, Chongqing, Shaanxi, Guizhou, Yunnan, Tibet and Qinghai ) under the coverage of the CDETO; facilitating exchange and co-operation in economic and trade as well as other aspects between Hong Kong and the seven provinces/municipality/ autonomous region; promoting Hong Kong to residents of the Mainland; and providing practical assistance to Hong Kong residents in distress in the seven provinces/municipality/autonomous region. The CDETO performs the following functions.

Economic and trade liaison — To enhance economic and trade relations between the HKSAR and the area concerned by cooperating closely with the local governments and relevant organisations;

Enhancing mutual understanding — To report to the HKSAR Government developments in the area concerned and to provide information on the HKSAR to local authorities and non-governmental organisations;

Enhancing cooperation — To enhance cooperation with the area concerned and to take part in relevant activities, including exploring cooperation opportunities and working on the implementation of cooperation initiatives;

Assisting in taking forward initiatives — To assist bureaux/ departments of the HKSAR Government to take forward initiatives related to the area concerned and to help liaise with local governments in such tasks as data collection, initial discussion with relevant local governments, monitoring progress, etc.;

Tendering advice — To advise the HKSAR Government on policies and initiatives to foster the relationship between the HKSAR and the area concerned. Relevant tasks may include data collection and research, assisting in formulation of strategies, and assessment of proposed initiatives, etc.;

Supporting Hong Kong enterprises — To proactively approach Hong Kong investors in the area concerned to enhance communication; to reflect and follow up on issues of common concern among Hong Kong investors through effective channels; to facilitate Hong Kong investors to obtain information on business operation in the Mainland, in particular the latest information on local trade policies, regulations and economic development;

Attracting investment — To support the Office for Attracting Strategic Enterprises of the HKSAR Government and proactively attract target enterprises to the HKSAR; to proactively provide information and assistance and to attract local enterprises to invest in the HKSAR;

Attracting talents — To support the Talents Service Unit of the HKSAR Government and proactively attract target talents to the HKSAR;

Promoting Hong Kong — To boost the HKSAR's positive image as a supportive neighbour and an outstanding trade partner through local publicity; to promote the HKSAR's professional services so as to enhance trade relations between the HKSAR and the area concerned;

Assisting Hong Kong residents — To keep contact with different groups of Hong Kong residents living, working or studying in the area concerned; providing substantial assistance to Hong Kong residents in need of help in the Mainland;

HKSAR passport replacement service — To provide first application and replacement service for HKSAR passport as well as replacement service for HKSAR Document of Identity for Visa Purposes and Re-entry Permit for eligible Hong Kong residents.

Chongqing Liaison Unit and Shaanxi Liaison Unit

With a view to strengthening and deepening the liaison and co-operation with Chongqing Municipality and Shaanxi Province, the HKSAR Government subsequently set up the Chongqing Liaison Unit and the Shaanxi Liaison Unit under CDETO in Chongqing and Xi'an in 2012 and 2017 respectively. The Chongqing Liaison Unit and the Shaanxi Liaison Unit are responsible for liaison with local authorities, enterprises and organizations, and provide assistance to Hong Kong residents and enterprises in the area concerned.

The Hong Kong Trade Development Council (HKTDC)

The Hong Kong Trade Development Council (HKTDC) is a statutory body established in 1966 to promote, assist and develop Hong Kong's trade. With 50 offices globally, including 13 in Mainland China, the HKTDC promotes Hong Kong as a two-way global investment and business hub.

The HKTDC organises international exhibitions, conferences and business missions to create business opportunities for companies, particularly small and medium-sized enterprises (SMEs), in the mainland and international markets. The HKTDC also provides up-to-date market insights and product information via trade publications, research reports and digital news channels.
